The Retrieve From Window Does Not Open

Problem Description:

When you create a budget for the general ledger, clicking the Edit button does not open the Retrieve From window.

Suggested Action:

Budget figures are already saved for the month that the user is trying to edit. Save a new set of figures for the month.
